Query Offer by Member

GET https://neon-loyalty-qa.spika.com/loyalty/v1/{space}/members/{memberLookupId}/offers/{offerLookupId}

This method may return multiple rows for the same Member,
because it's possible that a Member has claimed the same Offer more than once.

Returns PUBLISHED and INSTALLED Offers, ignoring Dimension filters.
